About HCI Highway Construction Inspection was established in 1996 to provide Construction Contract Administration services to the Ministry of Transportation of Ontario. Since that time HCI has expanded their list of clients to include regional governments, municipalities, The Greater Toronto Airport Authority, other consulting engineering firms and private developers. HCI strives to fulfill their clients needs by providing well trained staff that are able to interpret and enforce the owners contract documents in a practical manner. HCI’s goal is to complete each project on time and on budget while ensuring that the appropriate specifications, and standards are followed.
